Hand Tachometer circa 1940

This is a Jones Heavy-Duty Hand Tachometer ( Triple-Range Type ) made by James G. Bibble Co. in Philadelphia (1211-13 Arch Street). I believe it was made in the 1940's, but it has been difficult to come across specific information about this instrument.
